Decision Debt

When strategic decisions are unanchored, where does your value leak?

Most of the value lost on strategic initiatives disappears between decisions. An upstream assumption changes, and the plans, metrics and owners downstream never hear about it. Treating each decision as a connected unit with explicit dependencies keeps value drivers current, surfaces risk early and lets proven decision logic be reused.

The AI value gap is a decision-quality gap

AI adoption keeps rising, and the returns have not followed. In McKinsey's State of AI survey published in August 2026, 37 percent of respondents attributed any EBIT impact to AI, roughly flat on the year before. The share of high performers, who earn 5 percent or more of EBIT from AI, held at about 6 percent. About three-quarters of those high performers had fundamentally redesigned their workflows, against about a quarter of everyone else. BCG's 2025 study of 1,250 companies found 60 percent getting no material value from AI and put 70 percent of the value in people and process.

The pattern predates AI. In 2019, only 20 percent of executives McKinsey surveyed said their organization excelled at making decisions. AI layered onto a weak decision process scales the weakness. The firms pulling ahead redesigned the work first, then put AI to work inside the new design.

Where the value leaks

PwC's 2026 M&A Integration Survey, published in October 2026, shows where strategic value goes missing. Among 530 senior executives at companies with more than $1 billion in revenue:

  • About one in three acquirers fully achieved all of their prioritized deal-thesis objectives.

  • Only 46 percent fully translated value drivers into executable initiatives before integration began.

  • Fewer than half were very confident their reported synergies were real and auditable.

  • Organization design and decision rights topped the list of people challenges, cited by 56 percent.

Each of these traces back to a decision whose consequences never reached the work that depended on it.

We call the accumulated gap decision debt. It builds from decisions taken provisionally and never confirmed, from decisions superseded while the plans built on them carry on, and from decisions whose rationale left with the person who made them. Like technical debt, it compounds quietly. Unlike technical debt, it rarely appears on anyone's list, and it is paid in value that never arrives.

Decisions as components

Operational decision-making addressed part of this problem years ago. The Object Management Group's Decision Model and Notation standard, revised again in September 2026, describes how a decision depends on sub-decisions, business knowledge and input data, in a form a system can execute. Decision-intelligence practitioners such as Lorien Pratt map decisions as diagrams of levers, external factors and outcomes. Both were built for repeated operational calls, such as credit approvals or pricing. Strategic decisions are made once per initiative, carry far more context and connect to dozens of deliverables, so they have rarely been modeled this way.

Supramodal calls its unit of strategic decisioning a flexon. The term comes from problem-solving methodology, where it describes a structured language that can be applied through different functional lenses. A flexon frames a decision by its core elements, such as the type of initiative and the approach chosen to execute it, together with the rules that say which combinations work. Each decision knows what it depends on and what depends on it, so a change in one surfaces its consequences everywhere they reach. And because the same language applies across domains, logic that worked on one initiative can be adapted and reused on the next.

Where agents earn their place

Agentic AI is under pressure to prove its value. Gartner expects more than 40 percent of agentic AI projects to be cancelled by the end of 2027, citing cost, unclear value and weak risk controls. MIT NANDA's 2025 study of enterprise generative AI found that most systems "do not retain feedback, adapt to context, or improve over time."

Connected decisions give agents bounded, valuable work. They keep value drivers current as decisions land. They flag plans that rest on a superseded assumption. They propose a refresh when a deliverable drifts out of line with the strategy behind it. Every proposal goes to a person, who accepts, edits or rejects it, and each response sharpens the next proposal. The team decides. The agents keep the decision record, and everything that depends on it, current.

What leaders get

Paying down decision debt shows up in four places leaders already measure.

  • Earlier risk signals. A reversed decision surfaces every plan it affects on the day it changes, weeks before a steering committee would catch the gap.

  • Synergies that can be audited. Every value driver traces to the decision and the assumptions behind it, which answers the confidence gap PwC found.

  • Faster replanning. When strategy shifts mid-initiative, teams see exactly which work to revisit and can leave the rest alone.

  • Decision logic that compounds. What worked on one acquisition, program or partnership becomes the starting point for the next, adapted to its context.

Agentic value creation

Supramodal is a decisioning platform for strategic initiatives, organic and inorganic. It treats decisions as connected units, preserves the rationale behind each one, and puts AI agents to work keeping everything that depends on them current, with your team deciding every next step.

Decision debt is unglamorous to pay down. It is also where most of the value in strategic initiatives is won or lost.
